SCHOOL ADVISORY COUNCIL
The School Advisory Council is composed of parents, staff representatives and community members. The SAC advises the principal on school matters and creates and monitors the School Improvement Plan.

By-laws
Purpose
The purpose of this council shall be to advise and work cooperatively with
the school and community to help provide the best possible education for
children. The term “advisory” is intended to mean inquiring, informing,
suggesting, recommending and evaluating. The purpose shall be to deal with
major issues affecting the educational opportunities of students. It is
the purpose of this council to operate at all times in full accord with
all the laws, regulations and policies of the state of Florida and the School
Board of Orange County. The principal of the school is charged by stature
and by School Board policy with responsibility for the operation of the
school. This council will be in an advisory role.
Name of the council
The name of the council is the Fern Creek Elementary School Advisory Council.
Place of Meetings
Meetings of the council shall be held at 1121 N. Ferncreek Avenue, Orlando,
Florida, 32803
Regular Meetings
The council shall hold eight regular meetings during the year.
Special Meetings
Special meetings of the council may be called by the Chairman as deemed
necessary.
Organization
At each meeting, the Chairman or designee shall act as chairperson of the
meeting. The chairperson shall appoint a secretary of the meeting and he/she
will keep the minutes thereof. The minutes of every meeting shall become
part of the records of the council.
The duties of Secretary shall include:
- Record minutes.
- Have minutes prepared for members at the beginning of the next meeting.
The duties of the Chairperson and Co-Chairperson shall include:
- Organize for each SAC meeting
- Keep attendance records
- Provide public notice of all SAC meetings
- Track expenditures from School Improvement funds
- Document SAC meetings on the county website as required by O.C.P.S.
Requirement for a quorum
A quorum shall be 51% of the total SAC membership. Votes may only be taken
if a quorum is present.
Three day written advanced notice for matter to be voted on
The notice of the meeting shall contain the time and place of the meeting
and an agenda. The agenda will include items scheduled to come before the
SAC for a vote. The agenda will be posted no less than 3 days prior to the
scheduled SAC meeting.
Meetings scheduled when all members can attend
Meeting shall be held beginning in August and continue at least seven more
times throughout the school year. Dates and meeting times shall be determined
at the August meeting. Meetings must be scheduled at times that are most
convenient to the members.
Members
The members of the Council shall consist of teachers, parents, the administrator
of Fern Creek Elementary School and local community members. The members
of the Council shall be representative of and reflect the school’s
racial and ethnic population. A majority of the members shall be non-school
employees.
Selection of Members
The membership of the council shall be established in August of each year.
The principal of the school shall have the authority to appoint additional
members to meet the requirements of these by-laws. Members
with two unexcused consecutive absences from a properly noticed meeting
may be replaced. Members who have two unexcused consecutive absences
may be removed from the council with a majority vote from the quorum.
